"Navigation error" - what does this mean in practice?

A systematic error shifts the reference point of navigation in space by a certain amount - independent of the receiver's motion and position.

At the Earth surface, this means that the chart to which the navigation refers is shifted to a wrong place.

As a result, the whole navigation becomes useless, not only in case of a small island, if the error exceeds the demand of precision.
